During May 2001, New
York representative Felix Grucci introduced legislation
requiring public schools and libraries receiving funding
to block all access to anonymous web browsing and email
services on their computers. According to Grucci such
actions are necessary to "thwart the usual suspects,
terrorists, and child molesters". However, the ban would
also prevent innocent people from checking their Hotmail
account at their local library.
